Using a medium sized skillet, melt butter and saute garlic until soft (a couple of minutes)
Bring a large pot full of water to boil and cook pasta according to package. Set aside.
While pasta is cooking, bring chicken broth to boil and add cauliflower. Reduce heat to simmer, cover, and allow to cook for 7-10 minutes, until cauliflower is tender. Remove cauliflower using a slotted spoon, and place in blender with 1cup chicken broth cooking liquid.
Add sauteed garlic, salt, pepper and milk to the blender, and blend until smooth. Add parmesan and olive oil, and blend until smooth. Toss pasta with the sauce from the blender, and sprinkle with cheese if desired.
